Mapping and activating Catalonia’s open data ecosystem for collaborative innovation

Challenge
As part of the “Catalunya País de Dades” initiative, there was a need to better understand the structure of the open data ecosystem — including key actors, relationships, and dynamics — in order to unlock its full potential for innovation and public value. The project also focused on the initiatives that had proven positive impact, providing a list of examples that enlightened the focus and the later analysis done to the whole open-data mapped initiatives.

What we did
Conducted a systemic mapping of the open data ecosystem in Catalonia, identifying stakeholders across public, private, civic, and academic sectors. The work included interviews, focus groups, and analysis of interactions, as well as documentation of use cases and successful initiatives.
Beyond the technical layer, the project focused on the people behind the data — their roles, capacities, and relationships — to better understand how collaboration happens and how it can be strengthened.

Impact
Provided a shared understanding of the ecosystem powered by proven impact and value, helping lay the foundations for more coordinated, transparent, and collaborative data practices, and enabling diverse actors to participate more effectively in shaping how open data is generated, shared, and the most powerful appliance: how it is used.
